PASS
A PASS decision indicates that the proposed action is admissible within the defined operational and safety logic of the system. In practical terms, this means the action falls within acceptable execution conditions and may proceed under the current framework.
A PASS result supports operational continuity while creating a deterministic record that the action was evaluated before execution.
WARNING
A WARNING decision indicates that the action may still be operationally possible, but it requires attention, review, or heightened caution. This state is important because many real-world actions are not simply safe or unsafe in binary terms. Some actions fall near the edge of acceptable conditions or require human awareness before proceeding.
A WARNING state helps organizations avoid blind automation. It creates a structured decision point where review, escalation, or manual confirmation may be appropriate.
FAIL
A FAIL decision indicates that the proposed action should not be authorized under the current admissibility logic. This is the strongest execution control state in the system. It means the action has crossed an unacceptable boundary, violated execution limits, or failed to satisfy the required pre-execution trust criteria.
In a fail-closed implementation, FAIL means the action is not permitted to proceed.
